Standing studio portrait of William Edward Henry Dowling, Baliff of Hemel Hempstead on the occasion of Queen Victoria's Diamond Jubilee in 1897.
Handwritten notes on the reverse record the dates he was elected baliff, 1895-7. Mr Dowling also served as Alderman of the New Reformed Corporation from November 1898. He resigned in 1904 and emigrated to Australia in July 1906.
